What we could not determine — 6
- Site conditions — never walked. Owls Head is an operating plant with below-grade galleries and live-plant access constraints. Nothing in a document review substitutes for a site walk, and this system structurally cannot have that input. Walk-list item, not an estimate line.
- No line has been certified by a qualified estimator. Every figure in this packet is at assurance C — prepared, awaiting certification. The certification node on each trace is open. Nothing downstream may rely on these figures until a named estimator certifies them as their own professional judgment.
- Lambo’s eligibility profile does not exist. License and certification set, bonding capacity, geography, DEP prequalification status and workload ceiling are all unconfirmed. No eligibility verdict is rendered anywhere in this packet — the rules are deterministic, and there is nothing to evaluate them against.
- The contracting relationship is unconfirmed. Whether Lambo subcontracts to an awarded prime, or bids HVAC as its own separate prime under the Wicks Law (NY GML §101), changes the bonding and general-conditions basis materially. Both are carried as adjustable inputs because the question is open.
- Specifications (Division 23) are absent. Not present anywhere in the 41-sheet set. Quality level, submittal and warranty requirements — all cost drivers — are unknown. 422 of 463 sheets are also absent, so coordination interferences are unpriced.
- The bid-RFI clause shifts every ambiguity against us. General Note 18: any spec or drawing conflict not RFI’d before bid is priced the more expensive way by default. This is why contingency is elevated rather than typical, and it is a reason to treat the range rather than the base number as the answer.
